Das Gremium spricht in seinem Bericht außerdem von “Fiasko” und “Desaster”, nachdem die drei Jenaer Neonazis Anfang 1998 untergetaucht waren – nicht nur mit Blick auf die “Organisationsmängel” in den Behörden und bei der anfänglichen Fahndung, vielmehr auch wegen der “massiven Unterschätzung“ der Gewaltbereitschaft der militanten rechten Szene. Von Anfang kritisiert wurde dabei der Thüringer Verfassungsschutz, der etwa nicht alle vorhandenen Informationen bewertet oder an das Landeskriminalamt LKA weitergeleitet habe. Nach allen verfügbaren Informationen war aber kein Mitglied des NSU Informant des Nachrichtendienstes. Verfassungsschützer wehrten sich in den Anhörungen des Ausschusses gegen Vorwürfe, Ermittlungen behindert zu haben.
